Rethinking Rangel's tax plan

I might have to be for it, if he meant what he said in this op-ed: (emphasis mine)
By adjusting the top rates and reducing windfalls paid out to some of the
wealthiest individuals in the nation, we can help restore a sense of equity and
fairness that is critical to the success of our voluntary tax system.

Unfortunately, I think it's inconceivable that voluntary means what he thinks it does.
